Barely a week is left for the retired to submit their annual life certificates to continue receiving their pensions from the government. The deadline for government pensioners to submit Jeevan Pramaan Patra or life certificate is November 30, 2022. However, it is not possible for many elderly people to present themselves in front of the authority to submit the life certificate.

Pensioners can make use of the Digital Life Certificate (DLC), an online service available with biometric support. Instead of physically appearing at the disbursing agency’s office to present a life certificate, pensioners can generate the DLC using the Aadhaar-enabled biometric authentication method and submit.

A circular issued on September 30, 2022, by the Department of Pension and Pensioners’ Welfare states that pensioners can also submit their digital life certificates by using the Doorstep Banking service of 12 public sector banks or the Doorstep Service of the postal department. Submit a life certificate using the Jeevan Pramaan Portal

Pensioners can submit their life certificates online through the Jeevan Pramaan Portal. Alternatively, the pensioner may download the Jeevan Pramaan app from the portal. However, pensioners must have UIDAI-mandated equipment to submit their fingerprints. For example, they should arrange for an OTG cable to connect a fingerprint reader to a smartphone.

Submit life certificate using IPPB services

The “Doorstep Service for Submission of Digital Life Certificate by Postman” initiative, developed by the India Post Payments Bank (IPPB) of the Department of Posts and Meity, was successfully launched by the Department of Pension & Pensioners’ Welfare in November 2020. To use this function on a mobile device, a pensioner must first download the “Post info APP”, from the Google Play store.

Avail of doorstep banking service

Doorstep Banking is also available through the PSB Alliance, a consortium of 12 public-sector banks that offers “Doorstep Banking” to customers in 100 major cities across the country. PSB Alliance has made collecting life certificates available under doorstep banking. A DSB agent will come to the pensioner’s home to provide the service. The pensioner can reserve a service through one of three channels:

Face authentication service

Pensioners can also submit their life certificates using the “Face Authentication” technology system based on UIDAI Aadhaar software. A DLC can be created from any smartphone working on Android software by taking a live photo of the pensioner and uploading it online to the Jeevan Pramaan mobile application.

Attestation by a designated official suffices

Personal appearance is not required if a pensioner submits a life certificate form that has been signed by a “designated official”. A pensioner who presents a life certificate in the required format and with the required signatures is excused from appearing in person, according to paragraph 14.3 of the CPAO-issued Scheme Booklet. Pensioners may look up the content in the Annexure-I of the CPAO scheme handbook containing the list of designated officials authorised to sign life certificates.
