What is halwa ceremony- held ahead of the budget announcement?

The Halwa Ceremony is held annually ahead of the budget presentation every year.


It marks the last leg of the Budget process with the commencement of the printing process of the Budget document.

Halwa is cooked in a big cauldron and offered to the staff of the Finance Ministry.

The Union Finance Minister, the Minister of State, and other senior officials are present during this ceremony.

This ceremony acknowledges the efforts of all the staff members involved in the process of budget-making.


After the ceremony, the staff members involved in the budget-making process move to the North Block’s basement for nearly 10 days.

Last year, due to Covid protocols, the halwa ceremony was not performed while the Budget went paperless.
